Are you a landlord looking to learn more about participation in the Housing Choice Voucher Program?

 

LANDLORD INCENTIVE PROGRAM

$1,000 signing bonus for new or returning landlords entering a Housing Assistance Payment Contract with a new tenant.

$500 bonus for currently participating landlords entering a Housing Assistance Payment Contract with a new tenant.

$500 bonus for each subsequent Housing Assistance Payment Contract with a new tenant.

 

PROGRAM DETAILS

  • “Currently participating landlords” is defined as those currently receiving Housing Assistance Payments (HAP), or having received payment in the last 6 months.

  • Minimum lease term of 9 months required along with HAP Contract in order to be eligible for the bonus.

  • Landlord must sign up for direct deposit of Housing Assistance Payments.

  • Bonus must be paid to the same account the Housing Assistance Payments are made.

  • HAP Contract for new tenant must begin after January 1, 2023.

  • $250,000 authorized for incentive program.  Program ends when funds are expended.

 Funds are currently available. Updates will be posted as funding begins to run low.

TIMING OF DEPOSITS

Payments are issued on the first business day of the month, and the business day closest to the 15th of the month. Depending on your financial institution, payments made via direct deposit may take 1-2 days to post to your account. If you do not see your deposits by the 3rd business day of the month, please contact us.


SEE ALL YOUR DEPOSITS IN ONE PLACE
HAPCheck.com allows you to view deposits that were made, and includes the tenant's information & the amount of deposit. Every landlord who participates with the housing assistance program has an online account.

Deposit information is available for viewing on the 3rd business day following the payment issuance. Meaning, if payment is made on the 1st of the month, deposit information will be available on the 3rd of the month.

To Log In: You will use your Tax ID as user ID and your password is your ICS landlord account number. (If you don't know your ICS landlord account number, contact our office at info@ics-gb.org or 920-498-3737.)

View: When you log in, you'll be shown the last 30 days of deposits, but you can search for specific time frames as well. If you do not see all your deposits, it may be due to the list running onto a second page.

Please note: You have access to change your password, however, ICS does not have the ability to reset your password if it is lost or forgotten. For that reason, we suggest you keep your account number as your password so we can help you gain access to your account if needed.

HOUSING INSPECTIONS


Thank you for participating in the Housing Choice Voucher Program and for making your units available for our clients. Owners play an important role in the HCV program by supplying decent, safe, and sanitary housing for participating families.

Owners have numerous responsibilities under the program, including screening and leasing to families, maintaining the dwelling unit, enforcing the lease, and complying with various contractual obligations.

HOUSING QUALITY STANDARDS (HQS)
HQS play an important role in the administration of the HCV Program. A passed inspection is required before entering into a Housing Assistance Payment (HAP) Contract.


The basic purpose of the inspection is to ensure that the unit meets all the minimum inspection standards set by HUD. If the unit fails the initial inspection, all failed items must be corrected prior to the subsidy being paid on the unit. A second inspection date and time will be emailed to the landlord and mailed to the client.

The HAP contract becomes effective and payments can be authorized for the 1st of the month following a passed inspection on a unit. The unit will continue to be inspected annually to ensure that it remains in compliance with HQS.

The Pre-Inspection Checklist can be used to assess whether the unit will pass the HUD-established Housing Quality Standards used in every ICS inspection. This is NOT all-inclusive, but is intended to be used as a general guide.

The Housing Choice Voucher (HCV) Program, commonly known as Section 8, is the federal government's major program for assisting low-income families, which may include elderly individuals or people with disabilities to afford decent, safe, and sanitary housing in the private market.
